PDF accessibility help for small Texas governments

Accessible agendas, minutes, and public notices.

Send one public PDF. I’ll review it and send a fixed-price quote for the accessibility work it needs.

No account. No sales meeting. No obligation to proceed.

Example: meeting agenda. A public City of Cameron agenda I remediated as an unsolicited sample. What I changed in this agenda

What I fix

  • Scanned PDFs that need usable text.
  • Documents that need headings, tags, and a logical reading order.
  • Public agendas, minutes, and notices that need accessibility remediation.

At launch, this service accepts public, non-confidential PDFs. No spreadsheets, student records, personnel files, or medical records.

Not sure your document qualifies? Send the public PDF link. I’ll check whether it’s a fit before quoting.

How it works

  1. Send your document.
  2. Review your fixed-price quote.
  3. Receive the completed PDF and invoice after the agreed work.

Requesting a quote does not authorize work or commit your organization to purchase. One-document projects are welcome, and there is no subscription. How quotes, approval, and invoicing work

What you receive

  • The remediated PDF.
  • A summary of the testing performed on it.
  • A list of limitations and any items that need your clarification.

You send a public document link. I return the completed file. You keep control of your website.

Will this change our approved document?

I preserve the original appearance and content wherever possible. Accessibility work is not editorial rewriting: I never silently rewrite substantive content. If text is unclear, or a change could affect meaning, I flag it for your approval.

Proof of work

Two public agendas, remediated as unsolicited samples. These organizations are not clients and have not endorsed this service. “Passed veraPDF’s automated PDF/UA-1 checks” means the file passed machine-verifiable rules; it does not mean the file is fully accessible.

City of Cameron City Council agenda, September 8, 2026

What was wrong
A two-page scan with no text layer and no tags. A screen reader had nothing to read.
What changed
Added recognized text (OCR), tags, a title, and a language. Corrected the spoken text of seven passages after checking OCR words against the scan.
Testing performed
Passed veraPDF’s automated PDF/UA-1 checks. Pages compared against the original: no visible change. No screen-reader test yet.

West Travis County Public Utility Agency board agenda, September 17, 2026

What was wrong
A five-page digital agenda with selectable text but no tags, no title, and no language setting.
What changed
Added tags, a title, and a language. Changed the “TO:” line from a heading to a paragraph. Marked the seven image pieces of the page 5 signature as decorative, since the typed name and title follow it.
Testing performed
Passed veraPDF’s automated PDF/UA-1 checks. Pages compared against the original: no visible change. Text compared word by word: none missing or added. No screen-reader test yet.
